The instructional hours a student must complete in a course of study are mandated by most states. When a student completes the graduation requirements and instructional hours on or before their original contracted graduation date, that student is considered an on-time graduate. The US Department of Education prohibits an institution from including in the on-time graduation rate any graduate that has a delayed graduation date.
